Maury Goodman listed groups which have expressed interest in collaborating on a reactor neutrino experiment to measure theta13. Byron Roe will set up a list server to facilitate communication between interested groups. Contact him at byronroe@umich.edu to be added to the list. Karsten Heeger will set up a web site.
A white paper on a next generation neutrino experiment was discussed. The content and structure of the white paper was discussed at length. Those interested in contributing to the white paper should contact Maury within two weeks. A first draft should be completed within 7 weeks and the white paper should be finalized within 12 weeks, in time for the next workshop.
Two committees were proposed, a policy committee with one member from each institution and a physics committee comprised of 4 members (Link, Reyna,...)
The place and date of the next workshop was discussed. In the end, the prevailing preference was for a workshop in Europe (Paris?) in early September preceded by a visit by a smaller group of people to the Krasnoyarsk site. Thierry Lasserre and Valery Sinev will follow up on this. Possible backup locations for next workshop include Columbia and LBL.
