Payne brutally killed a 28 yr old woman & her small child. Jury in death penalty hearing told of impact on rest of family. The Supreme Court REVERSED ITSELF, overturned Booth v. Md & SC v. Gathers, said impact WAS important to justice. Also said didn't violate 8th Amendment.
Apparently, if you kill an important person, it is a more serious crime than killing someone who is unloved and unimportant!
